As-Salaam alaikum,

The Prophet, Sallallahu alaihi Wasallam, said:--

"The beleiver is not someone who spends the night while his neighbor is hungry." (Mustadrak (5), 4.167.s)

The 'Ulama mention that while some duties in Islam are of defined amount, such as the 5 daily prayers, fasting the month of Ramadan, the Hajj once in a lifetime-- others are equally obligatory but of undefined amount, such as co-operating with one another in good works, feeding the hungry, helping the distressed, or providing disaster relief.
Someone who can help someone in dire situation by spending his money, his time, his influence, his advice or if nothing else, his prayers, must do so to help.
